वर्ष 2012 में हुई एलटी ग्रेड शिक्षकों भर्ती (LT grade teachers recruitment) में केवल चयन वाले विषय के आधार पर ही पोस्टग्रेजुएशन के क्वालिटी पॉइंट मार्क्स देने सम्बन्धी मा0 न्यायालय के आदेश के अनुपालन में आवश्यक कार्यवाही हेतु शिक्षा निदेशक (Director of education) (मा0) का आदेश जारी किया कर दिया है।

कोर्ट के आदेस से वर्ष 2012 में हुई एलटी ग्रेड भर्ती में बड़ा फेर बदलाव होगा। इस आदेश के अनुसार ग्रेजुएशन के विषय से अलग विषय मे पोस्टग्रेजुएशन करने वाले अभ्यर्थियों को 15 क्वालिटी पॉइंट मार्क्स दिया जाना कोर्ट ने गलत माना है।

भर्ती में चयन हेतु (For selection in recruitment) मान्य स्नातक के विषय में परास्नातक (Masters) होने पर ही क़्वालिटी पॉइंट मार्क्स का लाभ मिल सकेगा। अब 6 साल बाद पुनः होगा मेरिट का निर्धारण होगा।

"it would be just, reasonable and consistent (उचित और सुसंगत) with the Scheme of the Rules to interpret Rule 15(2) of the Rules read with Appendix-'D' that to award quality point marks for Post Graduation, the Post Graduation Degree (स्नातक डिग्री) should be in a subject specified in the minimum academic qualification (न्यूनतम शैक्षणिक योग्यता) under Rule 8 for that post of Assistant Master/Assistant Mistress (सहायक मास्टर / सहायक मालकिन) for which the vacancy has been created and advertised and for which candidates have applied on the basis of their possessing the minimum academic qualification (न्यूनतम शैक्षणिक योग्यता) i.e. the graduation degree. For example, for the post of assistant teacher (History, Geography and Economics), a candidate should possess the minimum academic qualification being graduation degree in the subject. Quality point marks for Post Graduation Degree (पोस्ट ग्रेजुएशन डिग्री), may be awarded to him only if he possesses the Post Graduation degree in a subject appearing in his graduation degree. Thus, quality point marks for the post graduation degree may be awarded to a candidate for a higher qualification (उच्च योग्यता) or excellence in the subject relocatable to the subject of graduation degree on the basis of which he has applied on the ground that he possesses the minimum basic educational qualification for the post. The private respondents (निजी उत्तरदाता) having applied for the respective posts on the basis of having the graduation degree in the subject vacancy, cannot be placed on a higher/better footing (उच्च / बेहतर स्तर) for having post graduate degree in an entirely different subject. To do so would mean to place such a candidate higher in merit without having better knowledge or merit or excellence in the subject for which vacancy has been advertised and he has applied for recruitment. 32- In view of the above discussions, all the write petitions are allowed. All the concerned Joint Director of Education/competent authorities (शिक्षा / सक्षम अधिकारियों) are directed to award quality point marks for post graduation degree in the light of the law clarified above and to finalize the selection accordingly, expeditiously, preferably (तदनुसार चयन, शीघ्रता से, अधिमानत) within three months from today."
